Le Congrès américain ordonne une enquête sur l’assassinat de Jovenel Moïse
(Washington) Le Congrès américain a ordonné l’ouverture d’une enquête sur l’assassinat en juillet 2021 du président haïtien Jovenel Moïse, meurtre autour duquel persistent de nombreuses zones d’ombre.
La loi, adoptée par le Sénat jeudi dans la nuit, donne trois mois au département d’État pour produire un rapport censé fournir une « description détaillée » des circonstances autour de cet assassinat.
Ce rapport doit aussi examiner s’il y a eu une quelconque ingérence dans l’enquête officielle sur le meurtre du président et si l’un de ses auteurs a pu être employé par le gouvernement américain par le passé.
Au début du mois, un ancien militaire colombien accusé d’avoir fait partie du groupe d’une vingtaine d’hommes ayant tué Jovenel Moïse et grièvement blessé son épouse dans leur résidence présidentielle à Port-au-Prince, le 7 juillet 2021, a été inculpé aux États-Unis.
Plus de 40 personnes, dont une quinzaine de Colombiens et des Américains d’origine haïtienne, ont déjà été arrêtées dans le cadre de l’enquête.
Mais de nombreuses questions subsistent quant aux motivations autour de cet assassinat, qui a encore davantage plongé dans l’incertitude le pays des Caraïbes gangrené par la pauvreté, l’insécurité et la corruption.
« Nous sommes très préoccupés par le fait qu’un gouvernement haïtien à la fois instable et corrompu autorise ou permette de nouvelles violations des droits humains », a souligné vendredi le sénateur Ben Cardin, l’un des auteurs de la loi dans un communiqué.
La loi appelle également à une enquête concernant un massacre dans le bidonville de La Saline, à Port-au-Prince en 2018, lors duquel des dizaines de personnes sont mortes.

The US Congress has ordered a probe into the July 2021 assassination of Haitian president Jovenel Moise amid continued unanswered questions about the slaying.
The Senate voted unanimously Thursday to order the State Department to issue a report within 180 days that would provide a “detailed description” of the circumstances surrounding Moise’s killing.
The report, already authorized by the House of Representatives, would also look at whether there was interference in the official investigation and if anyone responsible was ever employed by the US government.
US prosecutors earlier this month charged a former Colombian soldier, Mario Palacios, in the plot to kidnap or kill Moise, an operation in which three Colombian mercenaries were killed and others arrested.
Questions have remained on the motivations behind the killing of Moise, who had controversially extended his rule in the Caribbean country.
Colombian police earlier said that detained operatives contended they were planning to capture Moise and hand him over to the US Drug Enforcement Administration.
The act approved by Congress also requires the State Department to report on human rights and on the use of aid since a 2010 earthquake devastated the country.
“We are greatly concerned that a Haitian government that is both unstable and corrupt will allow or enable additional human rights abuses,” said Senator Ben Cardin, a sponsor of the act.
The act also calls for an investigation and push for accountability over the massacre in the La Saline slum of Port-au-Prince in 2018 in which dozens of people died.
